I've just nuked several thousand old-growth spammer accounts; this should hopefully curtail the spam problem for the foreseeable future. Please continue to use this topic to alert me to any spammers as they appear; if the problem returns (or if my sending the spammers back to their god en masse does...

It's just a bar styled with CSS placed at the top of the page. If you want to create something like it, you'd probably be best off using Google and looking for some CSS tutorials. The tickers themselves could be created in any number of technologies -- Javascript, Flash, even plain HTML.
