Thank you for reporting this, but there is already a bug reporting topic in the secret preorder forum. No need to create another one here.
To get there, you need to register your forum account as a pre orderer.
There is a tutorial how to do it.

I am not sure, but there may be some taxes to convert euros into usd.
It may depend on the payment provider though. I can see that currently Overgrowth is 21.99 eur in Humble bundle store. Steam in other hand is selling this same game for 27,99€.

You don't need to place the launcher into any specific place. You can put it anywhere you want, as long as you extract the launcher .zip file. Actually it is a known bug, that already has a fix in the secret preorder forum, so register your forum account as a preorderer and get the fix from the unofficial alpha 205 topic, or just find the topic in the secret forum that talks about this little bug.
