It kind of sounds like Overgrowth is having problems with the directory, and I think it is because your username is in a different language.

Maybe just try changing your username to English, or create another user and install it under that.

Try checking the log file and post what it contains? Your log file is located in nearly the same place as where you found the config file, it's just one folder before that one. You could also try using the SUMLauncher if you havent'? Although i doubt it it will fix the issue as it is just a wrapper....
