I have noticed in the new builds, that they have changed the animation loading, when each animation plays for the first time it drastically lowers your fps, but after that it is fine.

Me also, no fix yet. I did not use to have this problem, and it persists in 178.

Nothing is blocking the download, as it eventually does download. It is just a ridiculously long and frustrating process to go through.

By giving a game away (and keeping it for yourself) you are taking money directly out of a producers pocket. (I'am in no way defending call of duty or other large franchises). The overgrowth devs deserve the money people pay for their work.

However what could be implemented is some sort of "scent" system, where you could maybe see trails on the ground where characters have recently been?

Would or can you give your new shiny call of duty to a friend? No. Why is it ok to do the same with the hugely better Overgrowth? That could be it, as the lag seems to set in while animations and/or a character is put into the smart ragdoll thing.

I'm experiencing some fairly horrible FPS lags which were not present during my original play through of the game, I have tried lowering my settings to no avail. Is it possible that there are memory issues? If so how would one go about dumping the unneeded excess?
