It looks to me that you installed Overgrowth once and then later installed a more recent version into a different location which royally messed things up. You can turn it off using SUMLauncher.
I guess the only way to make it quieter right now is to edit the OGG files with a third party sound editor.

It would really help if you posted your specs. But one thing is certain: it's not a bug. It's due to your system. I have that issue on levels with a lot of vegetation. So I usually go into the level's xml and remove the detail objects (mostly grass).

It will probably run on your system. Probably not perfect, but you can do things to ease the stress on your system, like removing grass from levels. Well, the only thing I can think of now is to uninstall everything and try again from the start. Follow the tutorials as closely as you can and everything should work out just fine. Your system definitely should be able to manage it.
