Are you using the Steam CD key?
Because you are absolutely not supposed to use the Steam CD key.

You need to use your SPF key, not your CD Key from Steam.
If that's not the problem, read through the troubleshooting section in the SUMLauncher thread and make sure that your antivirus software or firewall are not blocking the program.

Try using the SUMLauncher to fix it.

Delete the game's cache through its Files tab.

Then install the skyboxes from the Community Content Browser's fixes section.
