Guys, check your settings in the SUMLauncher.
The game currently cannot start if you deactivate the shaders. The result will be the exact same error described in the OP.

Make sure that no other controllers are connected to your PC.
Stuff like gamepads, flight sticks and so on. There have been quite a few users with similar problems and I can't remember a case where something else was responsible for this effect.
