This feature is in the game and I believe it has been since a207, you'll just have to hold alt and attach one spawn point to another, once that npc sees the character it should be following it will begin trailing close behind them.

Might still be able to activate this if you go into 'window/mods' and set it to advanced mode, I believe that should let you activate local mods without them reaching certain criteria

all animation files are in the game data in a folder called blendfiles as a .blend filetype, rabbitrig is the main rig and contains every animation. Once you have made an animation, you will have to export it as a .anm, you can use the blender set up with plugins that Markuss set up on his character...
