I do know that you can't edit heightmap outside of the l3dt - at least you can't use gimp it messes up gray scale colors and the game reads it wrong.
Same thing may apply to normals map. i suggest you to use l3dt to rotate and mirror it before you export it. also use png format when you export.

Cache files are generated by the game itself automatically.
Sometimes you need to delete those to generate new ones - sometimes this procedure helps with updated content when it isn't updating correctly.

I successful made my own terrain, and I can play my level in og. but I have weird black lines going all over my terrain. can someone tell me how to get rid of them? You should either try to delete cache files with sum launcher or when this dont work delete or rename the whole Shadow maps folder in C:/users/user/Documents/Wolfire/Overgrowth/Data/.
By renaming it you get the backup folder automatically in case you need it.
