Have you familiar with Overgrowth editor mode, can you open up item browser menu (sometimes it is also called Object browser menu). Can you see there community tab? All the objects, characters and items, that you download with SUM launcher, should appear there, unless there is no community tab there...

SUM launcher is not meant to be a shortcut, it is meant to be a program to change settings, install community made content and update alphas. The intel HD 4000 is listed as a working GPU in the wiki, it was reported back in alpha 197 and the game have had some optimizations since then so it should work, but how well, i can't tell you.
