Make sure you download to a different location, or change the name of the file you already downloaded, otherwise the SUMLauncher will attempt to 'continue' the download you already have (which will not work).

That's pretty extreme, the game will definitely run on lower-end systems than that.

Once you have access to the SPF, download the SUMLauncher (it will take care of updates for you, as well as managing the config file): viewtopic.php?f=13&t=14201

Usually issues similar to this are caused by overzealous antivirus utilities blocking the SUMLauncher from accessing the internet properly - check out the "Troubleshooting" section of the first post in the SUMLauncher thread.
