First, you will need to install java on the computer with no internet. Just use the offline installer from the java website (http://java.com/en/download/manual.jsp) and transfer it to the other computer with a flash drive. Second, you will need all of the minecraft files to play the game. Copy the Minecraft.exe file you downloaded from the site as well as the files in %APPDATA%\Roaming\.minecraft from the first computer and put them on a flash drive. On the computer with no internet, create the .minecraft foler in %APPDATA%\Roaming and copy the files into there. Now run the Minecraft.exe and you should be good to go.
