Also, yes it is, you could be drowning in oil, gasoline, yellow 5, anything, doesn't have to be water.

1. You need to be under a liquid to be drowning in it.
2. Fire needs oxygen.
3. If you are drowning, you are under the surface. If you are under the surface, there's no oxygen for fire to be alight on you.

It is not plausible. Sorry.

You've never heard of oil catching on fire while on the water? Sure if i was drowning too I would just explode but whatever, i'd still be on fire for like, a milisecond.

You don't need oxygen for fire, there are under water torches and when we send rockets in space they do not receive air either.
