I think you're missing the point. A government outlaws it's people from overthrowing it.
Now, let's assume, for a moment, that this country's founding documents provide the right of the people to overthrow their government if they feel it has become unjust or unhealthy for them.
Now, do you think that anyone who is truly intending to overthrow their government gives a rat's ass if said government outlaws said activity? No. It's a useless law because the people who would rebel aren't going to follow the rest of your laws and don't care what you say.

These aren't manhacks, these are more like the robots from i-robot, except they can shrink, they are quieter, they can fly, they have insane hearing, vision, night vision, thermal vision, bounce laser vision(to see around corners), X-ray vision, etc., and they are individual units, so no taking down central command thing. And we have a fuck tonne more.
