So no.
But chinese cartoons are still rarer than the japanese ones so far.

That is an AMV (Anime Music Video) made from clips from the anime Suzumiya Haruhi no Yuuutsu ("The Melancholy of Haruhi Suzumiya").

I just got an 'error 524' whilst trying to load the forum main page, and loading any page *fully* requires several reloads.
