They do if they hit something hard enough. But to get to 3km in altitude, they'd have to hit something at smash-speed, or hit something very bouncy.

A mousetrap is set off, and the friction of the mouse trap with a match sets the match off, which is conveniently placed underneath this a.c.m.e missile's fuse.
