Why would rubber boots not beat this?

The only difference between lightning and "positive lightning" is the direction of electricity.

Insulators do not have a vectorized resistance component, therefore, are not influenced by directionality.

"An average bolt of negative lightning carries an electric current of 30,000 amperes, and transfers 15 coulombs of electric charge and 500 megajoules of energy. Large bolts of lightning can carry up to 120,000 amperes and 350 coulombs. An average bolt of positive lightning carries an electric current of about 300,000 amperes— about 10 times that of negative lightning... Because of the much greater distance they must travel before discharging, positive lightning strikes typically carry six to ten times the charge and voltage difference of a negative bolt and last around ten times longer."

So positive lightning carries a much higher charge, transfers more energy, and the exposure time is longer. Any way you look at it, it's roughly 100 times as dangerous as common lightning (on average)
