Odd Active Ragdoll

This active ragdoll seems like a bug, not like an actual feature. Finally got around recording it. Anyone can give an explanation of why this happens or if you had witnessed it before?

I think that little guy might have died while getting the command to do an animation, either the falling one or the pain ragdoll one, and is now stuck in it. Everytime the ragdoll is set into motion the command becomes active again and plays as much of the animation as the active ragdoll permits.
I sometimes see something similar when I hit the cut throat button while being knocked out. The ragdoll twitches slightly. But I have never seen it as pronounced as here.
