Hi, I know the steam requirements say Passmark score 200+ but does anyone here know what specs would be needed to run this on the highest settings possible?

It is really hard to tell. Currently there are few things that can really create low frame rate.
First is the amount of AI in the level. This really stresses your CPU.
Now second thing is physics when ragdolling. Now add there all the AI's fighting to each other and you are pretty much screwed already.
Third is amount of objects in the level. David has optimized this lately but i know a level named Riverhurst (by Hale) it is available through SUM launcher.
Forth is all the graphic effects like baked shadows and anti aliasing and more like that.
My point is, there is always a way to slow down even the most powerful computers.
