Friends can't spectate through Steam. Solution?

The solution Akazi has posted there, just in case people look for it here:
Your friend has to have desktop capture enabled, also I think you have to be in window mode in-game. I discovered this to be the only way as far as I know. should be in broadcasting settings called "Record video from all applications on this machine"
