The modder has to upload their mod to the workshop. In most cases, we can't really do that for them. We only really have any control over SUMLauncher.

You could ask the original modder to put it up on Workshop though.

That will be up to the developer of this mod. However, this mod has been updated in SUMLauncher and will properly show up in the menus once installed.
