Anyone good at modding?

So I was wondering if anyone could make a mod that would basically make a gun selection menu. Before you spawn, you could select what gun you want and then spawn with it. Ammo and such would, of course, be random like normal. I'm not certain this is even possible, but that's why I'm asking about it.

It's possible and fairly easy to do however I can distribute it.
