It seems to be geo-blocked, completely unavailable to us outside of Japan.
They describe on that page how to change your IP Proxy to a Japanese IP adress.
On another note, I fail to see how this is related to Wolfire Games.

Sorry just noticed this was the complete wrong area to post this, my apologize
here is how you can watch it, fairly easy
1. Open a fresh tab and do a google search for "Free IP Proxy Japan". This should give you a list of available IPs that you can use to mask your location. Though it's not the fastest one going, I find that 124.146.184.93 (Port 80) is a good, reliable one.
2. Hit Tools, then Options, then Network, then Settings.
3. Select Manual Proxy Configuration, then enter your proxy IP and port numbers in the appropriate spaces.
