You're thinking of BunnyWithTNTStrapppedAllAroundHisBodyLikeASausageMan; we're talking about BunnyWithBombStrappedToHisChest.

The obvious solution is to build another house next door, lure BunnyWithAnElectricEelScarfWrappedAroundHisNeck up to the roof and onto the top of the chimney, wait until BunnyWithBombStrappedToHisChest walks by and is at least 100 yards away, then as BWAEESWAHN drops from the chimney, Cannon Leg him into BWBSTHC.

Since you aren't touching the ground, and neither is BWAEESWAHN, you aren't grounded, so you don't get shocked (and I think T is immune to electric damage anyway) but BWBSTHC is grounded, so the electric shock will set off the bomb.
