I've heard a lot of stories that there will be, but WILL there be lugaru 1.5? Please don't answer unless you know for SURE.

I doubt it, personally. Overgrowth is a really serious project now, and will in a sense be Wolfire's first main stream game (fingers crossed). They need to focus on that.
