Culture is culture is culture. If the culture of a nation is to fling poop at all foreigners, and you do not realize this (aka are ignorant of the fact) then you are culturally ignorant. The logic or reason behind the culture is irrelevant.

EDIT: Wait. Actually, yeah. Unless you have knowledge of all cultures ever to exist on the planet (and outside of the planet) you are, technically, culturally ignorant. Note that I'm not using the broader sense of ignorance (someone who is generally ignorant) because if you were aware of most major customs, then in a general sense, you would not be culturally ignorant. However, because I hope to win this argument by proving an extremely limited point which isn't even remotely applicable in an even slightly different situation, I'm referring to very specific instances of ignorance and not a person's knowledge as a whole.
