That's more Russia. Besides that, bear cavalry is pretty bad. Bears sleep during winter, may eat the riders if they aren't fed, and if someone gets close enough the bear would try to stand up and use its claws. Or was it mounts? Just look at that thing! The horns protect the rider(s) from enemy arrows, the tips can be easily sharpened, it can charge just fine, it's not afraid of snow...
Reindeer are smaller, but they're easier to tame, probably because they are herd animals and moose are solitary.
