If memory serves MediaWiki can only auth against alphanumeric passwords. Are any of the special characters outside of the ASCII charset?

It's just a bar styled with CSS placed at the top of the page. If you want to create something like it, you'd probably be best off using Google and looking for some CSS tutorials. The tickers themselves could be created in any number of technologies -- Javascript, Flash, even plain HTML.
