You do realise that it has to be 16(?) FPS before the human eye sees it as a moving picture so that would be constant lag. 30fps I think, google it :P theblob is correct... Cartoons are typically below 20 FPS. Movies in the theater are 24 - 25 FPS. Analog TV is a hair under 30 FPS. HDTV is 60 FPS. ...

It's probably either the video card drivers or bad ram. ATI is known for crappy drivers. I currently have an ATI Radeon 9000 Pro 128 and I run Ubuntu Linux 5.10 Breezy Badger, so I know how crappy they are.
