The random amounts of ammo you spawn with conflict with that in most cases. Especially when you spawn with around 10 rounds for the rifle in total, or maybe only a handful of shells for the M870. I'm assuming you mean for the firing range. Easy work around; Escape > Weapons menu > Set whichever one...
