I don't really care if you're using windows or not when I say this :P, but:

SAFARI! I don't think I've ever gotten popups when it's popup blocker is on (Which is almost always), and it's definately my favourite browser, too :)

I always get popups with Safari because I always accidentally hit cmd-k (the popup blocker toggle) since it's right next to cmd-l (location bar)
