Easily explainable. Note that what follows is perhaps not what happened, but is one possible explanation: The man in brown in the background caused the crash by backing up over the side of the hill, possibly while drunk; the policemen are there because of the crash; the man in the suit is going to a wedding, and recently damaged his suit and posted it on his blog - he then fixed the suit and took this picture to put on his blog just before heading out to the wedding; the two incidents are related only by location.
