The only thing 'like' Perspective I can think of is Fez, another platformer where perspective matters, and you need to change it frequently to progress. That's where the similarities end though, as Fez is neither freeware nor offers such a wide range of perspectives.
Neither does fez remind me of the imaginary-running-man game every kid and his dog would play whilst typically in a moving car.

Gene Rally.

Pretty silly little top-view race game that is pretty old by now, but somehow I find it stupidly fun. You can change a lot of settings, amount of drivers, what they drive, amount laps, and so on. On top of that you have things like physical damage, fuel consumption and tire wear, so also pit stops to fix all that. Also, you can make your own tracks, takes a bit of trial and error though but once you get the hang of it, replayability may sky-rocket.
