Exactly, any one can use that word. Black music lyrics contain a version of that word that ends in 'er' (based on spaniards who used "negrilos" which, at that time just meant that type of person) because it was centered upon them in the first place. Therefore, they created their own modification ('ga') to call their friends and genarally every one else too. Coming from a different backround which had alot more happiness in its meaning, it's not considered a swear word.
