How to blur (censor) videos? Help needed

Hey everyone I'm trying to make a second funny video (I'm trying to make this one even better).
The problem is the following:
Last night I met a funny soldier (I know he was a soldier because he was wearing his amry uniform) and he said he would accept appearing on the video, but only IF I WAS ABLE TO BLUR HIS NAME TAG.
And I really have NO IDEA how to make that.
Please recommend me a program or let me send you the file so you can blur it.
