Unable to throw, drop, or sheathe weapons

I have a level with for player-controlled characters and everyone using the controllers can throw and sheathe weapons just fine, but I cannot throw weapons with the keyboard keys. When I try to drop a weapon, the weapon is still in my character's right hand, but he ignores it as if it wasn't there. Does anyone know why this is happening?
