If you mean in the context of pirating games, there are probably 2 exceptions:
If the game can no longer be legally bought or imported (Because of a studio shutting down etc).
If DRM makes the game unplayable. You paid for it, you deserve to play it.

Only by you. The stealing is still bad. Needing to feed your family is merely an acceptable excuse by popular opinion. Besides, what if, unknown to the person that needs to steal food to feed his/her family, the shop worker is quite poor too? What if the shop worker ends up losing his/her shop and products because the landlord is angry that he/she alllowed thieves to take food?
