Reciever - No bullets?!

I just spawned with no bullets, just an empty magazine. ONE empty magazine. I know there was only one because it was already in the gun.

Is that EVER supposed to happen?

yes it can happen, but there is also bullets all around the map so you need to find those.
Remember your gun, maganizes,tapes , amount of bullets, your placement in a map and all enemies are randomised.
