Where are black shades custom levels? I can't find them. Only the ones for windows please.

I haven't ever been able to get the custom level to work, and even if it did, it's so simple that there would be no point in uploading them. It takes less time to make it yourself. Anyone else gotten 'em to work?

Me.
I don't really see what the problem is, you just take customlevels.txt and edit it. When you make a new level, you need to copy one of the others and only change what you need, it's necessary to have the little bits of info like "(1=vanilla handgun…)" or whatever it is. (I'm not entirely sure it's necessary, but I advise you not to change it.

Are you using the OSX version of Black Shades or the OS9 one?
I've never got the OSX one to work at all, so I use the OS9 version. It runs surprisingly well in classic!

I've tried both, customlevels doesn't seem to work in either

It does for me…
Are you using the default customlevels.txt?
Also, what happens when you try to play custom levels?

Well I edit the customlevels.txt to what I want (yes I save it in pure txt, not rtf or anything like that), and I change customlevels in debug to 1.
It still loads the original levels.

Are you sure it loads the original levels? (ie: You checked what weapon you get and what weapon you should have?)
Sorry to ask that. It's a possibility though.

Enabling custom levels in Black Shades isn't any different on Windows!
Set up customlevels.txt to what you want
Set customlevels to 1 in config.txt
Though this doesn't work for me, but it does for other people so go ahead.

I have yet to find someone other than myself who's been able to do it though.
