What does "spirirt mode" in black shades do?

Slows down time to nearly a halt, assassins glow red, and you could fly from one end of the city to the other in a few minutes (if the city had an end). But because you are just a spirit outside of your body, you can't hurt or touch anything.

I don't remember the circumstances, but the city did have an end once; the sidewalk and buildings stopped, and there was this huge line of people walking towards and out of the city ... it was quite bizarre, I wish I remember how I'd gotten it

Also, civilians pulse between red and black (So you'll need to watch for assassins only when the civilians are at the black pulsing stage, or everyone will just be red.) and the VIP pulses between blue and white, or blue and black. I'm not sure which.
