There's something seriously wrong with "Ill". It just looks so wrong without the apostrophe.

No, you miss the point: three lines doesn't really look like much of a word. 
Not in relation to apostrophes in don't, won't, shan't etc, just the fact that Ill looks like three lines, at least when the "i" is capitalised.

Well, it could mean two things, too, making this even more confusing:
Ill -> I will abbreviated, spelled wrong.
Ill -> Unwell. Sick. Ill.
