Where abouts are you dropping the files in the directory?
A lot of the older maps go into Data/Custom/{author_name}/...

Ah, yeah, the MODS folder is for newer mods, it also won't load without extra files in the folder that won't come with older mods.
Just drop them into the Custom folder path I listed above and it should hopefully work.

It might also be that there's corrupted files in the level itself, if the 'custom' folder method doesn't work, let me know what mod you're trying to download and what error code you get and I'll have a look

It's not your fault that mod isn't working, it's awfully packaged, I might repackage and reupload it here because it's convoluted and messed up...

.xml mods can be dropped anywhere and you just have to use the "load level" option from the menu to load them, though for convenience, it's best to drop them into "Data/Levels..."

As for Raided Town:
RaidedTown.zip
(8.27 MiB) Downloaded 838 times
Here's an updated version, both fixes the missing files and updates the visuals (I got carried away), doesn't change gameplay.

Overgrowth is very picky with filenames and underscores are not accepted.

Try renaming all the files to alphanumeric with dashes.
rock_density.png -> rock-density.png

You need to update the file names inside the XML files too otherwise it won't work.

Just open them with a text editor and replace the file names.
You can use the Search & Replace function in editors to speed up the process.

Make sure you have registered all the custom maps you want to use in the SUM game through Steam Workshop. You can check your subscription slope in Steam to make sure you're registered correctly.
