Extremely choppy, unplayable (XP)

Hey guys, I'm new to Lugaru, and I haven't been able to play it for some reason. When I boot it up, the main menu runs INCREDIBLY choppily (like 1.5 FPS) and I can't start up the game. I can run games like Team Fortress 2 with no problem, so why can't I run this relatively low power game?
In case it matters:
I have a 1.8 Ghz processor, 768mb of ram, and an ATI Radeon 9250 (DirectX 8 ).

Any fixes?

i had this problem when i first tried lugaru on Vista, but you're on XP?
the vista fix might work for you, but then again, maybe not.
some random ideas about the problem:
no VGA Graphics driver installed? - unlikely
the Config file was placed somewhere else, like in Vista - also unlikely
other than that, the two problems i had, i have no idea... wish i could help... :?

The golden rule of computers is that, actually.

The other one is Ctrl-Alt-Del/Cmd-Opt-Esc, depending on your OS.
