Those are forum rules, not ban rules. Banning requires repeated violation of forum rules, or single violations of obvious things like pirating Wolfire games or spamming porn sites.

You get notified that you violated the rule, warned, and try try again.
Repeated violations or extremely bad behavior could result in a ban, but violating a minor forum rule doesn't really warrant it.

Perhaps we need a moderator code of conduct?
