Free running and parkour are about getting yourself from one place to another as smoothly, quickly and with as much acrobatics as possible. EG: Awesome acrobatics and santa doing a wall flip.
I'm really bad at map editing and I'd just do it if I knew how to. BTW, Anyone seen mirrors edge? GREAT example.

Nah there's definitely enough in Lugaru to make a parkour map. (it's actually pronounced par-coor in the original french)
Of the top of my head some elements you could use would be:
- Having two walls next to each other and having to wall jump from one to the other as fast as you can
- being high in the air and having to jump just right to get to the next block (there was some of that in empire),
- a bit of a fun twist where you have to run through an area of enemies but not engage them, because your time at the end will be longer if you do.
Sure Lugaru doesn't have any awesome moves like Wallrunning or whatever, but with enough imagination you can make some very challenging and diverse levels with just those elements.
If I wasn't already working on another project with Lotus Wolf I'd definitely consider working on this myself XD
Also MONKEYZ RULE, Map making is easier than you might think, just go into the Data folder, open config.txt and change debug to 1. then find the Debug Readme and print it out (you'll want to look at it while in game). There is a good bit of more info on the Lugaru Wiki. Also feel free to come on the IRC if you have any questions.

I've never really made anything in lugaru but I'll see what I can do.
Edit: Wow, the rocky hall thing must have taken forever to make, I think I'm going to do like 1 level, maybe more in the future as I get better but this isn't as easy as I thought it'd be.

Yeah, it is very hard. One problem that frustrates me is when I place 1 too many objects on a map and save it, then go to load it and it freezes. Answer: Keep back-ups. And not just when you've completed a map and are happy with it, during creation as well. Only save new changes to one of your copies, then test that it doesn't crash before updating all the others as well. But even though it can be devilishly frustrating, I still enjoy doing it! Crazy? Nah. Obsessed? YES!!!!
